PG&E ChargeBoost vs. Smart EV Chargers: Can You Avoid a Main Panel Upgrade?

Installing a Level 2 EV charger is usually straightforward—until the electrician determines that the home’s electrical panel may not have enough available capacity. In the past, that often meant choosing between slower charging and an expensive main panel or electrical-service upgrade.

Today, homeowners have another option: load-managed EV charging.

PG&E’s ChargeBoost program and several EV-charger manufacturers—including Enphase, Tesla, Wallbox, and Emporia—offer technology that can automatically adjust EV charging based on how much electricity the home is using. This may allow a Level 2 charger to be installed without upgrading the main electrical panel.

But these options do not all work the same way.

What Is PG&E ChargeBoost?

PG&E ChargeBoost is designed for single-family homeowners who want faster Level 2 charging but may not have enough available electrical capacity for a conventionally installed charger.

If the home is approved, PG&E replaces the existing utility meter with an advanced smart meter at no cost. The new meter monitors the home’s total electrical demand and communicates with the EV charger.

When household demand is low, the vehicle can charge at a higher rate. If major appliances such as an air conditioner, electric range, dryer, or water heater are operating simultaneously, the system can temporarily reduce the EV charging rate.

The vehicle continues charging, but the charger does not overload the home’s electrical service.

As of August 2026, PG&E identifies only the Emporia Classic Level 2 EV Charger as compatible with ChargeBoost. PG&E states that additional chargers may be added in the future.

ChargeBoost does not pay for the EV charger, electrical wiring, installation, city permit, or inspection. Its primary benefit is the free PG&E meter replacement and the possibility of avoiding a panel upgrade.

Do Enphase and Other EV Chargers Offer the Same Feature?

Yes. This technology is generally called dynamic load management, dynamic load balancing, or a power control system.

The basic principle is the same: monitor the home’s total electrical use and give the EV charger only the power currently available.

The major difference is who owns and controls the monitoring equipment.

With ChargeBoost, PG&E supplies the advanced utility meter. With Enphase, Tesla, Wallbox, or Emporia’s independent PowerSmart system, the homeowner purchases monitoring equipment that is installed as part of the EV-charging system.

Enphase IQ EV Charger

Enphase offers dynamic load balancing through its Power Control System. The system monitors total household demand and adjusts the EV charger’s output to keep the home within its established electrical limit.

According to Enphase’s EV-charger information, this feature can help avoid a main panel upgrade or nuisance main-breaker trips. The exact equipment depends on the home’s configuration, but installations commonly use an Enphase IQ Gateway and properly installed electrical-consumption monitoring.

Enphase can be especially attractive for a home that already has—or plans to install—Enphase solar and battery equipment. Solar production, battery operation, household consumption, and EV charging can be monitored through the Enphase platform.

However, an Enphase charger is not currently listed as compatible with PG&E ChargeBoost. It achieves a similar result through Enphase’s own equipment rather than PG&E’s advanced meter.

Tesla Dynamic Power Management

Tesla offers Dynamic Power Management for its Wall Connector and Universal Wall Connector.

A Tesla Remote Meter measures the home’s electrical demand and tells the Wall Connector how much power is safely available. The charging rate automatically rises or falls as other household loads turn on and off.

The Tesla Universal Wall Connector can serve vehicles with NACS charging ports and J1772-equipped vehicles through its integrated adapter. This makes it useful for households that may own different EV brands.

Tesla’s system does not require enrollment in ChargeBoost, but the homeowner must purchase the required Tesla equipment and have it installed and commissioned correctly.

Wallbox Dynamic Load Management

The Wallbox Pulsar Plus can be paired with a Wallbox Power Meter to provide Dynamic Load Management.

The meter monitors household demand and allocates the remaining available capacity to the charger. Wallbox also offers solar-charging features that can prioritize excess solar production.

Pulsar Plus models are available with either J1772 or NACS connectors and can deliver up to 11.5 kW, depending on the model, circuit, vehicle, and available electrical capacity.

Like Enphase and Tesla, Wallbox operates independently of ChargeBoost.

Emporia PowerSmart

Emporia offers two different paths to load-managed charging.

The first is PG&E ChargeBoost, which currently uses the Emporia Classic charger with PG&E’s advanced meter.

The second is Emporia PowerSmart, which does not depend on ChargeBoost. PowerSmart uses an Emporia Vue Energy Monitor and sensors installed at the electrical panel. It continually measures household consumption and adjusts the charger accordingly.

PowerSmart is included with the Emporia Pro EV Charger and may be added to certain Emporia Classic installations for an additional cost. This can be a good alternative if the homeowner does not qualify for ChargeBoost or does not want to depend on a utility-operated program.

Does Load Management Completely Replace a Panel Upgrade?

Not always.

Load management may address insufficient capacity in an electrical load calculation, but it does not repair an unsafe, damaged, obsolete, or physically inadequate panel. A panel upgrade may still be appropriate when:

  • The existing panel is damaged or has known safety concerns.

  • There is no practical space for the required EV-charger breaker.

  • The homeowner plans to add several major electrical loads.

  • Future plans include heat pumps, an electric water heater, induction cooking, a hot tub, sauna, battery system, or multiple EV chargers.

  • The existing service equipment does not meet the installation requirements.

  • The city or utility does not accept the proposed load-management configuration.

A load-managed charger does not create additional electrical capacity. It intelligently shares the capacity already available.

Are Permits and Inspections Still Required?

Yes. ChargeBoost approval does not replace the city permitting process.

In Oakland and most Bay Area jurisdictions, the electrical contractor generally obtains the EV-charger permit, performs the installation, and coordinates the city inspection. PG&E handles its meter replacement, while the contractor handles the customer-owned wiring and charging equipment.

The permit application should identify the charger, circuit rating, load-management equipment, and applicable power-control configuration. Final approval remains subject to the local building department.

Which Option Is Best?

The right choice depends on the home and the homeowner’s future plans.

ChargeBoost may be the most economical option when the homeowner qualifies, is comfortable using the currently supported Emporia charger, and does not anticipate significant additional electrical loads.

Enphase may make the most sense for a home with an Enphase solar or battery system. Tesla offers an attractive solution for Tesla owners and mixed-vehicle households. Wallbox provides strong solar-charging and connector flexibility, while Emporia PowerSmart offers detailed household energy monitoring without requiring ChargeBoost enrollment.

Before selecting equipment, a qualified electrical contractor should evaluate the main panel, service rating, existing loads, charger location, future electrification plans, and local permitting requirements.
