  • βœ“Household income at or below 80% of Area Median Income (AMI)
  • βœ“Enrolled in PG&E's CARE or FERA discount program
  • βœ“Home in a Tier 2 or Tier 3 High Fire-Threat District
  • βœ“Someone in your household uses electric-powered medical equipment

Why Apply Even If It's a Waitlist?

A waitlist isn't a dead end. Here's exactly how the SGIP queue works β€” and why getting in line today still makes a real difference.

  1. 1

    Reservations cancel all the time

Applicants have 18 months to complete installation. Many can't β€” contractors change, people move, projects shift. Cancelled funds go immediately to the next person in queue.

  2. 2

    Your queue position is everything

You can secure your spot without committing to a system size or install date yet. Earlier application = better position when funding opens.

  3. 3

⚠️ Do NOT install before your Reservation Letter

Installing before receiving your Confirmed Reservation Letter (CRL) permanently disqualifies you. We will never schedule your install until your reservation is confirmed in writing.

  4. 4

We submit, monitor, and notify you

We've completed SGIP projects in Albany, Berkeley, and across the East Bay. We handle every form, track your queue, and call you the moment your funding is confirmed.

Battery Makes Sense With or Without SGIP

Even without a rebate, the financial case for battery storage in the East Bay is stronger than ever.

⚑

NEM 3.0 Makes Batteries Essential

Under net billing, you earn far less for exporting solar. A battery stores your midday solar and discharges it during expensive peak hours β€” that's where the savings are now.

🏠

Property Tax Exemption Intact

California excludes solar from property tax assessment. A $30,000 system won't raise your tax bill by a single dollar.

πŸ”‹

Backup Power for PSPS Events

PG&E outages are growing. A Powerwall 3 keeps your home running β€” no generator, no gas, no noise.

πŸ“ˆ

PG&E Rates Keep Rising

Rising 8–10% annually, most East Bay homes see 7–10 year payback periods even without any rebate factored in.

SGIP & RSSE β€” Frequently Asked Questions

Is SGIP still available in 2026?
All SGIP ratepayer-funded budgets β€” General Market, Equity, and Equity Resiliency β€” closed December 31, 2025. The only remaining pathway is the RSSE AB 209 budget for income-qualified households, which is accepting waitlist applications only.
Who qualifies for the RSSE program?
You may qualify if your household income is at or below 80% of AMI, you're enrolled in PG&E CARE or FERA, you live in a Tier 2 or 3 High Fire-Threat District, or someone in your household relies on electric-powered medical equipment. RSSE requires both solar and battery installed together.
Should I apply even though it's waitlisted?
Absolutely yes. Reservations cancel constantly and those funds go to the next person in queue. Applicants have 18 months to complete installation β€” many can't. Your position is what matters, and you can secure it today without committing to anything else.
How much can I get from the RSSE program?
Qualifying households receive up to $1,100/kWh for battery storage and $3,100/kW for paired solar. For a typical 6 kW solar + Tesla Powerwall 3 (13.5 kWh), that's approximately $33,450 in rebates β€” enough to cover most or all of system costs for qualifying households.
Can I install my system before getting SGIP approval?
No β€” and this is critical. Installing before receiving your Confirmed Reservation Letter permanently disqualifies you from the rebate. We will never schedule your installation until your reservation is confirmed in writing.
Does Ally handle all the SGIP paperwork?
Yes, completely. We prepare and submit your application, coordinate with the program administrator, track your queue position, and notify you when funding is confirmed. We've completed multiple SGIP and RSSE projects in Albany, Berkeley, and across the East Bay.
Does solar make sense in 2026 without SGIP?
For most East Bay homeowners, yes. Under NEM 3.0, battery storage maximizes solar savings by self-consuming power during peak hours. California's property tax exemption still applies, and with PG&E rates rising 8–10% per year, 7–10 year payback periods are typical even without any rebate.
What's the difference between SGIP and RSSE?
SGIP is California's broader battery rebate program. RSSE is a specific $280M state-funded budget within SGIP, created under AB 209, exclusively for income-qualified households wanting both solar and battery together. It's the only SGIP pathway currently accepting waitlist applications.
What areas does Ally Electric & Solar serve?
We serve Berkeley, Oakland, Richmond, El Cerrito, Albany, San Pablo, Walnut Creek, Orinda, Lafayette, Moraga, Pleasant Hill, Alameda, and surrounding Alameda and Contra Costa County communities. CSLB C10 & C46 Lic. #806465, in operation since 2010.
How long does the SGIP/RSSE process take?
The application takes 1–2 weeks to prepare and submit. Once submitted you receive a preliminary notice quickly. The wait for a Confirmed Reservation Letter depends on queue position and cancellation rates. We track your position throughout and keep you updated every step of the way.

Ready to Check Your Eligibility?

We review your PG&E account, address, and household situation β€” and tell you exactly what's available. Takes about 10 minutes. No obligation.
